What is FONVCA?

FONVCA is the Federation of North Vancouver Community Associations.

What is the purpose of FONVCA?

The purpose of FONVCA is to allow the appointed representatives of the community associations to meet and discuss areas of common District concern. If appropriate, motions may be put on the floor, then discussed, and if a concensus is reached they are forwarded to the appropriate party (usually District Council).

When was FONVCA formed?

FONVCA was formed in 1993. The inaugural meeting took place at Capilano College - organized by Pat Munroe who subsequently went on to become a councillor for the District of North Vancouver.

What is source of funds for FONVCA?

The District of North Vancouver freely provides a room at the hall for the montly meetings of FONVCA. Incidental funding is mainly provided by voluntary contributions from the members. As of 2010 some funding for photocopying of the monthly agenda is provided by the District of North Vancouver via their Healthy Neighbourhood funds.

What is the mandate of FONVCA?

FONVCA's mandate is to improve the quality of life in our neighbourhoods. Furthermore, the Federation is a forum for the common concerns of member associations and its purpose is to strengthen these organizations through the sharing of information and experience. Full autonomy of each Community Association is to be maintained.

What is FONVCA's "Constitution"?

Is FONVCA "Political"?

FONVCA does not endorse or support any Mayor, Councillor, or candidate for Council.

What are the Criteria for Official Recognition of a Community Association?

The critera for Official Recognition of a Community Association are the same for the District of North Vancouver as they are for FONVCA. In fact, they were developed through a long series of consultation procedures between FONVCA and District staff - specifically the social planner Erica Bell-Lowther and subsequently endorsed by District Council. Has FONVCA "improved the quality of life in the District"?

The members believes it has made a significant contribution to the improvement and maintenance of the quality of life in the District. We let the record speak for itself. All recent records have been posted on this web site and as time and space allows it is planned to include all records for previous years.

Who is the the "president" or "chair" of FONVCA?

As described in more the more detailed document there is no "president" of FONVCA. The "chair" rotates among member organizations at each meeting. The chair of the next meeting is chosen at each monthly meeting by the members present.

When and how often does FONVCA meet?

FONVCA meets on the third Wednesday of each month except for July and August for which meetings are held only on a as-needed basis. The meetings start at 7pm in one of the meeting rooms at District Hall.

Are meetings open to members of the public?

Members of the public are welcome to attend as observers. Space is limited so seating is on first-come basis. If you need to bring a subject of concern to the table please contact your local community association.
